Hajj and Umrah processes to be digitized with unified portal
A new portal is being developed to serve as a unified digital system for managing the electronic queue of citizens participating in Hajj and the registration of pilgrims attending Umrah.

A presidential decree titled “On Measures to Further Strengthen Guarantees of Citizens’ Freedom of Conscience and Advance Reforms in the Religious and Educational Sphere to a New Stage” has been adopted.
The document identifies the following as key priorities in ensuring citizens' right to freedom of conscience and advancing religious-educational activities to a qualitatively new level:
- Introducing advanced mechanisms to further strengthen religious tolerance and interfaith harmony in society;
- Deeply studying and widely promoting the religious and philosophical heritage of great ancestors who made significant contributions to science and global civilization, based on universal and noble ideas such as humanism, kindness, peace, and tolerance;
- Fundamentally improving the system of training personnel in the religious-educational sphere to produce specialists who meet the demands of the modern era;
- Supporting urgent scientific research aimed at strengthening unity, mutual respect, and compassion among the population and ensuring the stability of the socio-spiritual environment;
- Further developing international cooperation in the religious-educational sphere and increasing its effectiveness.
According to the decree, in order to provide additional convenience for citizens in performing religious rites and rituals, and to eliminate excessive bureaucratic procedures related to Hajj and Umrah services, the Committee on Religious Affairs and the Ministry of Digital Technologies will develop the Unified Hajj and Umrah Portal and its mobile application by September 1, 2025.
The portal will:
- Serve as a system for managing a single electronic queue for Hajj participants and generating an electronic registry of Umrah pilgrims;
- Digitize processes related to the collection and formalization of information regarding Hajj and Umrah activities;
- Ensure that ministries and agencies integrate their information systems into the portal at the request of the Committee;
- Be supported financially and technically by the Committee on Religious Affairs, which will also ensure its accessibility to relevant state and non-governmental organizations;
- Be made available for use by licensed legal entities organizing Umrah pilgrimages, as well as the Muslim Board of Uzbekistan.
