Court revokes license of “Tanzilandia” kindergarten over child abuse allegations

The license of the private kindergarten “Tanzilandia” was revoked in March following a court decision citing several shortcomings in its operations. The management appealed the decision, but the Tashkent City Court upheld the original ruling. Previously, a public outcry erupted online after footage emerged of staff at the kindergarten treating children harshly, prompting the Ministry of Preschool Education to take the case to court.

The case concerning “Tanzilandia,” located in Tashkent’s Mirzo Ulugbek district (registered under the legal name “Yuksalish Construction” NTM), was reviewed by the Tashkent Inter-District Economic Court, with the final verdict announced on March 19. Kun.uz has reviewed the court's decision.

According to the ruling, license holders in the non-state education sector are required to enter accurate, complete, and reliable information about their educational institution, students, and teaching staff into the relevant information systems of the authorized state body within one month of obtaining the license, and to update this information regularly.

However, it was found that 128 out of 155 children enrolled at the kindergarten (83%) had not been entered into the “Children’s Kindergarten” (bbit.uz) information system.

Additionally, the institution violated the regulation requiring that no less than 10% of total students admitted be from socially vulnerable families and enrolled free of charge. Although “Tanzilandia” had 155 children, it failed to admit the required number of children from low-income families.

Based on these violations, the court decided to revoke Kindergarten License No. MT 104, issued on December 27, 2019. According to the Ministry of Preschool and School Education, the kindergarten administration appealed the ruling to the Tashkent City Court, but on April 23, the appeal was rejected, and the initial decision was upheld.

As a reminder, at the end of February this year, videos of “Tanzilandia” staff treating children roughly sparked widespread outrage on social media. Parents said they discovered the mistreatment through an audio recording device placed inside their child’s toy. Following the incident, three caregivers were dismissed.
