Uzbekistan to create centralized database of civil servants' social media accounts

Starting from September 1, 2025, a new mobile application called “Civil Servant” will be launched in Uzbekistan to enhance communication among public officials. The app will include a database containing detailed information about civil servants, such as their contact phone numbers, email addresses, and social media profiles.

This initiative is outlined in the presidential decree “On Measures to Organize the Civil Service on the Basis of New Approaches and to Form a Professional and Results-Oriented Corps of Civil Servants” issued on June 19.

According to the decree, the “Civil Servant” app will provide the following capabilities:

  • Remote professional development: A platform for civil servants to continuously improve their competencies and qualifications, along with the generation of statistical data on their progress.
  • Encouraging internal innovation: A channel for civil servants to submit proposals aimed at improving the operations of their respective government agencies, and for leadership to provide feedback on these suggestions.
  • Personal development tracking: Tools for employees to draft and monitor their individual development plans.
  • Centralized information: A database of civil servants that includes personal and professional data, departmental assignments for managerial staff, and contact details, including social media profiles.

In recognition of the UN Public Service Day (celebrated annually on June 23), the decree also introduces an initiative to organize “Family Day” events at every ministry and government agency. These events will be held each year for the families of civil servants to foster appreciation and raise awareness about the importance of public service.

Additionally, the decree grants HR department heads in public institutions the status of advisers to leadership on human resources policy. They will be appointed and dismissed in coordination with the Agency for Civil Service Development or its regional branches.
