Shavkat Mirziyoyev’s historic state visit marks a new chapter in Uzbekistan-Mongolia cooperation
On June 24-25, Uzbekistan’s President Shavkat Mirziyoyev visited Mongolia on a historic state visit accompanied by his wife. This first-ever visit marked a new chapter in Uzbekistan-Mongolia relations and opened wide opportunities for multifaceted cooperation development.

Official welcome ceremony for the President of Uzbekistan
The visit began with an official welcoming ceremony. President Mirziyoyev and his wife were greeted by Mongolian President Ukhnaagiin Khürelsükh and his spouse. At Sukhbaatar Square, a ceremonial guard of honor was formed to honor the distinguished guest. The national anthems of both countries were performed by a military orchestra. The presidents inspected the guard of honor and greeted members of the official delegations.
Following the ceremony, President Mirziyoyev signed the Guest Book at the Mongolian State Palace. After a joint photo session, high-level talks commenced.
Mirziyoyev and Khürelsükh’s negotiations
At the State Palace of Mongolia, Shavkat Mirziyoyev and Ukhnaagiin Khürelsükh held both a closed-door meeting and expanded talks with their official delegations. They discussed pressing issues to further develop the friendly and multifaceted cooperation between Uzbekistan and Mongolia.
Particular attention was paid to deepening economic cooperation. The leaders noted significant potential to multiply bilateral trade several times in the coming years, primarily by expanding the range and volume of high-demand products.
To this end, the acceleration of agreements on preferential trade and investment protection was emphasized as crucial.
The Uzbek President stressed the importance of deepening industrial cooperation in certain economic sectors. Priority areas of cooperation were identified, including the establishment of joint clusters and advancing projects for the processing and production of meat, dairy, wool, and leather products, thereby fostering comprehensive cooperation in agriculture.
Special attention was given to strengthening transport connectivity and developing new logistics routes. Direct flights between the two capitals are planned to commence by the end of the year. A proposal was made to conduct practical studies together with an international research institute to identify the shortest and most efficient transport corridors for landlocked countries.
Cooperation between higher education institutions was actively promoted, with agreements reached to resume education opportunities for Mongolian youth in Uzbek universities within allocated quotas. Both sides pledged to adopt a “roadmap” for timely and quality implementation of the agreements reached.
At the conclusion of the talks, President Mirziyoyev invited President Khürelsükh to pay an official reciprocal visit to Uzbekistan.
Outcomes of the negotiations consolidated in agreements
The high-level talks in Ulaanbaatar culminated in the signing of a joint declaration establishing comprehensive partnership relations between Shavkat Mirziyoyev and Ukhnaagiin Khürelsükh.
In addition, the following documents were signed in the presence of the presidents:
- Agreements on cooperation in plant quarantine and protection, higher education, mining industry, environmental protection, crime prevention and combating, healthcare and medical science, physical education, and sports;
- A memorandum of cooperation between the archive agencies of the two countries;
- Cooperation programs between the Uzbek Ministry of Investments, Industry and Trade and the Mongolian Ministry of Economy and Development (2026–2027), the Ministries of Foreign Affairs, and the Ministries of Culture, Sports, Tourism and Youth of both countries (2025–2028);
- A cooperation plan between the Uzbek Ministry of Agriculture and the Mongolian Ministry of Food, Agriculture and Light Industry to expand agricultural collaboration;
- An action plan on ecotourism cooperation between the Uzbek Ministry of Ecology, Environmental Protection and Climate Change and the Mongolian Ministry of Culture, Sports, Tourism and Youth.
Leaders summarize the talks
During a meeting with the media, Presidents Mirziyoyev and Khürelsükh shared their impressions of the discussions.
“We sincerely welcome the notable successes and achievements of our Mongolian friends in implementing socio-economic reforms, and we fully support your peaceful foreign policy,” the Uzbek leader said.
He emphasized that one of the key results of the visit was the signing of the joint declaration on comprehensive partnership, marking a new stage in Uzbekistan-Mongolia cooperation.
According to the Uzbek president, the talks focused primarily on economic cooperation, with goals set to multiply trade turnover several times by expanding the range and volume of consumer-demanded products. The opening of the Uzbekistan Trade House in Ulaanbaatar, which will have an exhibition hall, was highlighted as a practical step towards these goals.
He also expressed readiness to resume education opportunities for Mongolian youth at leading Uzbek universities within allocated quotas.
To ensure timely and high-quality implementation of the agreements and signed documents, the governments of both countries will adopt a comprehensive “roadmap.” President Mirziyoyev concluded by inviting President Khürelsükh to visit Uzbekistan on an official visit.
Joint concert by the heads of state
President Shavkat Mirziyoyev and President Ukhnaagiin Khürelsükh, together with their spouses, attended a concert featuring artists from both countries.
Thanks to the will and efforts of the leaders, the peoples of Uzbekistan and Mongolia have grown closer, and interstate relations have been elevated to the level of comprehensive partnership.
The joint concert was another expression of the new stage in Uzbekistan-Mongolia friendship and multifaceted bilateral relations.
The performances by talented artists reflected the richness, diversity, and unique characteristics of both cultures.
Tree planting ceremony
On June 25, Presidents Mirziyoyev and Khürelsükh, accompanied by their spouses, planted a tree in the "Ikh Tengri" state complex park.
The ceremony symbolized the strengthening friendship between the peoples of the two countries and the beginning of a new stage in the development of comprehensive partnership relations between Uzbekistan and Mongolia.
During the visit, the distinguished guests also witnessed the traditional Mongolian “Naadam” wrestling competitions.
Conclusion of the visit
On June 25, President Shavkat Mirziyoyev concluded his state visit to Mongolia.
After the closing events, the Uzbek president departed for Tashkent. At the airport, Mongolian Foreign Minister Batmunkh Battsétség and other officials saw off the distinguished guests.
