Government moves to digitize vehicle retrieval process from impound lots

A draft resolution of the Cabinet of Ministers titled “On the approval of the administrative regulation for submitting an electronic application to the State Road Traffic Safety Service to retrieve motor vehicles from impound lots” has been published.

According to the draft, the process of obtaining state permission to retrieve a motor vehicle from an impound lot will be transitioned to an electronic format.

The proposed measures outline that:

  • By July 31, 2025, an electronic public service will be launched to issue electronic permits for retrieving motor vehicles from impound lots via the Unified Interactive Public Services Portal (YIDXP), Public Service Centers, or the mobile app of the State Road Traffic Safety Service;
  • Both individuals and legal entities will still have the option to submit traditional (oral or written) applications to the State Road Traffic Safety Service for permission to retrieve vehicles from impound lots.

The draft regulation includes procedures for:

  • Submitting electronic applications to obtain permits for retrieving vehicles from impound lots;
  • Reviewing and processing those applications.

The administrative regulation governing these procedures is attached to the draft resolution.

Furthermore, the Ministry of Internal Affairs, in cooperation with the Ministry of Digital Technologies, is tasked with ensuring the integration of necessary information systems by July 20, 2025, to facilitate electronic applications for retrieving motor vehicles from impound lots.
