Uzbekistan to import 100,000 small livestock from Mongolia under new agricultural agreement

President Shavkat Mirziyoyev has signed a decree titled “On measures to implement the agreements reached in the fields of agriculture and food during the high-level visit to Mongolia.” The decision outlines a roadmap for strengthening agricultural cooperation between Uzbekistan and Mongolia through 2025–2026.

As part of this bilateral plan, the following key targets have been established:

  • Import and breeding of livestock: Uzbekistan will import 100,000 head of small livestock (sheep and goats) from Mongolia and, through breeding and selection under local conditions, aims to increase the herd size to 1 million by the end of 2029.
  • Wool and cashmere processing: Step-by-step development of wool and cashmere processing, leading to the production of finished goods.
  • Fruit and food exports to Mongolia: Annual increase in fruit, vegetable, and food product exports to Mongolia, with the goal of boosting volumes tenfold.
  • Knowledge exchange and training: Launching initiatives for knowledge sharing in agricultural production and professional development of specialists between the two countries.

Import incentives for livestock traders

From August 1, 2025, to December 31, 2027, the decree provides specific support measures for businesses importing small livestock from Mongolia:

  • Transport cost reimbursement: The government will compensate 50% of air transportation costs from the state budget. These expenses will be covered within existing budget allocations provided to the Ministry of Agriculture to support the import of pedigree cattle, sheep, goats, brood fish, and chicks.
  • Tax deferral on VAT: Importers will be allowed to defer payment of value-added tax (VAT) without interest or collateral.
