Mandatory car insurance coverage in Uzbekistan to double starting January 1
Starting from January 1, 2026, the maximum coverage amount for mandatory third-party liability insurance for vehicle owners in Uzbekistan will double – from the current UZS 40 million to UZS 80 million. Additionally, a Unified Insurance Billing System will be introduced on April 1, 2026.

These changes are outlined in Resolution No. 458, issued by the Cabinet of Ministers on July 23, 2025, to implement the Presidential Decree No. PQ-108 of March 1, 2024, “On comprehensive measures to further develop the insurance services market.” The resolution was reported by the National Agency for Perspective Projects (NAPP).
The resolution introduces several amendments to the mandatory third-party liability insurance scheme for vehicle owners.
Specifically, insurance tariffs have been recalculated based on actuarial assessments, and both the coverage limits and premiums have been aligned with market principles.
As of January 1, 2026, the insurance coverage amount will be increased to UZS 80 million. “This adjustment will ensure that the compensation paid for damage to property, life, or health caused by road traffic accidents is adequate and in line with current needs,” the NAPP noted.
A new mechanism has also been introduced for issuing limited and unlimited insurance policies depending on the number of drivers. The procedures for settling claims and disputes by the insurer of the party at fault have been clarified.
The Guarantee Fund for Insurance Payouts will now also provide legal consultations related to mandatory third-party insurance and offer adjuster services related to accident notifications.
The authorities responsible for monitoring compliance with mandatory insurance requirements and managing the Unified Automated Information System have also been identified.
The resolution also establishes a framework for electronic data exchange between relevant government agencies on mandatory insurance matters.
On April 1, 2026, a Unified Insurance Billing System will be launched, which will allow for centralized accounting of insurance premium inflows when policies are issued.
The Cabinet of Ministers has also been instructed to draft legislation to improve administrative enforcement mechanisms for individuals who fail to obtain mandatory third-party liability insurance.
