Patrol units to begin offering paid security services from September
Legal entities will be able to contract with patrol and checkpoint units (PPS) for the provision of public order and security services in areas with large crowds. Tariffs for these services will be coordinated with the Ministry of Economy and Finance.

According to a resolution by the Cabinet of Ministers, starting from September 1, legal entities will be allowed to enter into service agreements with patrol units either through the Single Portal for Interactive Government Services (EPIGU) or through Public Service Centers.
Organizations may also request these services through traditional means – orally or in writing – by contacting patrol units directly.
The document introduces an Administrative Regulation governing how internal affairs patrol units will provide public order and safety services on a contractual basis in locations where large numbers of people gather.
The regulation outlines procedures for:
- Requesting services from patrol and checkpoint units of the internal affairs bodies to ensure public order and safety in crowded places;
- Reviewing applications and the grounds for their possible rejection;
- Organizing activities related to public order and security in areas of mass gatherings.
However, the regulation does not apply to the organization and conduct of public events such as rallies, meetings, and street demonstrations.
Applications submitted in the prescribed format will be reviewed within 10 working days from the date they are received by the authorized body. During this time, a representative of the authorized body will inspect the location together with the applicant.
Following the inspection, a report will be prepared, detailing the boundaries of the area, the required number of personnel, the locations of service premises, posts and patrol routes, the area of responsibility, operating procedures, and staff duties. A draft agreement will then be developed based on this assessment.
Tariffs for these public order and security services will be determined with the approval of the Ministry of Economy and Finance.
