Outgoing chair of Supreme Judicial Council approves over 100 appointments in just two weeks

In an unusual turn of events, the Supreme Judicial Council of Uzbekistan convened seven times within just 13 working days under the leadership of its outgoing chair, Holmumin Yodgorov – a record frequency in the council’s history. The council typically meets no more than two or three times a month.

Yodgorov, whose five-year term as chair began on August 5, 2020, was due to complete his mandate on August 6, 2025. In the run-up to that date, from July 15 to August 5, he called seven council meetings, during which over 100 judicial appointments were made, according to reports from the council’s press service.

These developments stand in contrast to the council’s usual pace. As per Article 27 of the Law “On the Supreme Judicial Council of the Republic of Uzbekistan,” members of the council, including the chair, are elected for a term of five years.

Dozens of judges reappointed or appointed to new terms

On July 15, the council reappointed 15 judges to a new 10-year term and another two judges to a new full term.

At the July 18 session, three judges were reappointed for a new term in office, and eight others were reinstated for their current term.

On July 24, 14 graduates of the Supreme School of Judges were appointed to the judiciary for their initial five-year term.

Then, on July 25, the council’s press office announced that, following an “ongoing open selection,” another 27 graduates from the Supreme School of Judges had been appointed to judicial posts.

Additional “open selection” sessions were held on July 31, August 4, and August 5. In total, 59 candidates were appointed to judgeships for various term lengths.

Summary of appointments made during final 13 working days

Across the seven council meetings held between July 15 and August 5, 77 individuals were appointed to judgeships for an initial five-year term, 20 were reappointed for a new term, and 37 were reinstated for their current term.

Council responds to queries over the surge in appointments

Kun.uz contacted the Supreme Judicial Council’s press secretary for comment regarding the unusual frequency and volume of appointments.

The response stated that the appointments aimed to fill vacant judicial positions, reduce the case load in courts, and improve efficiency. The press secretary also noted that the council chair, Holmumin Yodgorov, is currently on leave.
