Fergana records largest budget deficit among Uzbekistan regions in first half of 2025
In the first half of this year, Fergana region had the highest expenditure exceeding revenues among all regions in the country, according to the analysis of local budgets presented by the Ministry of Economy and Finance.

From January to June 2025, revenues of Uzbekistan’s local budgets amounted to 33.7 trillion UZS, while expenditures reached 48.5 trillion UZS. During this period, all regions of the republic experienced budget deficits.
Tashkent city recorded the highest revenue and expenditure levels nationwide. Specifically, the capital’s half-year income was 6.8 trillion UZS, with expenses totaling 7.3 trillion UZS.
Tashkent region followed next, with revenues of 3.56 trillion UZS and expenditures of 3.9 trillion UZS over six months.
Samarkand and Fergana regions each generated half-year revenues exceeding 2.9 trillion UZS. Regarding expenditures, Fergana spent more than 4.7 trillion UZS, while Samarkand’s expenses totaled 4.1 trillion UZS.
Among the regions, Syrdarya recorded the lowest revenues at 885 billion UZS. Its expenditures exceeded 1.96 trillion UZS.
Other regions with notably low revenues included Jizzakh (1.1 trillion UZS), Khorezm (1.6 trillion UZS), Surkhandarya (1.7 trillion UZS), and Navoi (1.7 trillion UZS).
According to the six-month figures, Fergana region recorded the largest budget deficit – 1.8 trillion UZS. To cover this shortfall, 1.1 trillion UZS in transfer payments was allocated from the republican budget to the region. This was the highest transfer amount compared to other regions.
Regions with relatively high budget deficits included Samarkand (1.6 trillion UZS), Andijan (1.5 trillion UZS), Namangan (1.36 trillion UZS), and the Republic of Karakalpakstan (1.4 trillion UZS).
The smallest gap between revenues and expenditures was observed in Navoi region’s budget – 279 billion UZS.
Additionally, the budget deficits in Tashkent region (365 billion UZS) and Tashkent city (527 billion UZS) were smaller compared to other areas.
For reference, in the first half of 2024, regional budget revenues amounted to 24.7 trillion UZS, while expenditures reached 39.7 trillion UZS. During that period, the largest transfer payments from the republican budget went to Andijan region (1.1 trillion UZS). Fergana (1 trillion UZS) and Karakalpakstan (1 trillion UZS) also received more financial assistance than other regions.
